An attorney hired by the Concord School Board to investigate allegations of sexual abuse by former special ed teacher Howie Leung has issuedrecommendations for how to deal with sexual misconduct in the district.
In her report, Djuna Perkins recommends the district conduct a climate survey of staff, students and families before implementing a host of trainings and policy changes.
Among the possible changes is requiring that all sexual misconduct allegations be handled at the district rather than the school level, and that the victim and his or her family be informed of the conclusion of an investigation.
The investigator also recommends an update to policies on physical contact, one-on-one time and electronic communication between students and staff.
The report did not mention specifics about Concord High School Principal Tom Sica and Superintendent Terri Forsten, both of whom are on administrative leave because of the controversy.
Concord School Board Chair Jennifer Patterson said the board will share whatever it can about the details of the investigation at its meeting on Nov. 4 at 7 p.m. at Mill Brook School. She says the board also plans to get community input as they consider whether to implement the investigators' recommendations.
