Jeb Bush Offers Plan To Replace Obamacare

Republican presidential candidate Jeb Bush told an audience at St. Anselm College  he'd use tax credits to help people purchase insurance and eliminate mandates created by the Affordable Care Act.

Jeb Bush derided the sweeping health care law act as written "by special interests for special interests," and said reducing federal control over the health care system would lower health care costs and encourage local innovation.

"If we rely on the regulators of Washington DC to decide what kind of healthcare we should get we will  continue to get a lot of frustration, higher costs and a lot more complexity than we need."

Among other things, Bush would end the federal requirement that every insurance policy covers what are known as essential health benefits. 

Bush would  also lift limits on tax-free contributions to health savings accounts and cap the amount of coverage people could receive from employers before it counts as income. 

States would get federal money to help cover the poor, but have the discretion to end so-called guaranteed issue, which forces them to offer insurance to anyone who applies.
