Sanctuary Alternative Treatment Center plans run its cannabis dispensary in Plymouth, and its cultivation center – where plants are grown and processed --  in Rochester.  The cultivation center already complies with Rochester’s zoning ordinances, and does not need any further approval. Nevertheless, the Department of Health and Human Services held a public hearing there on Tuesday.

Sanctuary CFO Josh Weaver began the evening in a defensive stance, promising the site will be secure and inconspicuous.

That's likely because a similar hearing in Plymouth lasted more than two hours, with much scrutiny from residents.

But in Rochester, only four people rose to speak. All were pleased to welcome Sanctuary to Rochester.  Brian Marshall spoke last.

“I want to thank you for bringing your business here and helping Rochester to revitalize,” he said. “How many long term jobs do you see?”

The answer: at least 10.

If everything goes according to plan, the 15,000 square foot cultivation center will open up at Spaulding Industrial Complex in less than a year.
