In eastern Pennsylvania's 15th District, a hard fought campaign for the U.S. House seat is already underway. The incumbent Democrat won by a razor thin margin two years ago, and the 1996 election promises to be just as close. NPR will chronical the campaign in this swing district throughout the year.
