Prosecution Stalls for Senior Terrorism Suspects

In the wake of the sentencing of admitted al-Qaida conspirator Zacarias Moussaoui, many are questioning why the United States has chosen to prosecute lower-level terrorism detainees, but not high-ranking ones. The reasons range from politics to intelligence gathering.
