There is a change in the budgeting approach used for the 2009/2010 budget that when comparing it to the 2008/2009 budget, the total appropriation is much greater. However, tax rate needed to support the Town Manager's recommended budget for 2009 did not increase from the 2008 tax rate of $4.23. The proposed budget includes implementing a pay as you throw program and single stream recycling at the Transfer Station. The proposed 2009/2010 budget includes all anticipated capital purchases with supporting revenues for the fiscal year artificially inflating the total proposed budget.
