President Bush unveiled his energy policy for the nation Thursday. Environmentalists say his plan puts way too much emphasis on building power plants and not enough on conservation and efficiency. But supporters of Bush’s approach say America can’t possibly meet its energy needs by simply putting on sweaters and turning down thermostats.
