An Unusual Problem: Too Much Housing

In recent years many New Hampshire cities and towns have struggled with a housing shortage. But the North Country city of Berlin has the opposite problem. Years of population decline have left it with too many houses. Officials believe those old and crumbling structures are holding down property values and hurting the city's image. They're working on ways to tackle the problem. New Hampshire Public Radio's Trish Anderton reports.
