Governor Benson has proposed a constitutional amendment to cap state spending in New Hampshire, but opponents say it's unnecessary because the Granite State already has a low tax burden and also holds lawmakers accountable every two years. We'll take a closer look at what this proposal will mean for legislators and what chance it has of passing the House and Senate later this year.
