The Berlin Police Department is moving to update its domestic violence programs. Berlin's Chief believes the city may have an unusually high rate of domestic abuse. Violent relationships can happen at any socioeconomic level and in any part of the country. But as NHPR's Trish Anderton reports, victims in rural areas face particular challenges.
