In New Hampshire's ongoing education funding debate, Targeting aid to the neediest towns is again all the rage. We'll find out what's being proposed, and whether it might pass the political and constitutional tests that have brought down other plans before. Laura's guests are Frank Sapareto, Co-Chair of the Coalition for Adequate Education Funding and former State Senator from Derry, and Steve Marchand, City Counselor for Portsmouth and the Portsmouth liaison for the Council to the Coalition Communities.
