Rethinking Punishing 17-Year-Olds as Adults

In 1995, in an effort to crack down on juvenile offenders, lawmakers voted to treat 17-year-old criminal offenders as adults. Now, some supporters of that change are having second thoughts and are pushing for legislation that would turn back the clock.
