A new proposal would require clergy to report abuse, even if discovered during Catholic confession. But the Church says that’s a violation of a sacrament...and the first amendment. Laura talks with Father Edward Arsenault, chancellor with the Manchester Catholic Diocese www.rcbm.org, and Ann Coughlin, lifelong Catholic. Ann helped draft the proposal.
