The National Center for Public Policy and Higher Education has released its biennial report on the state of the nation's higher education system.

The non-partisan, non-profit research organization has measured each state's performance in providing education and training beyond high school.

Joannie Finney is the center's vice president.

She tells NHPR's Mark Bevis that across the board the nation as a whole is not performing as well as it used to.
