The EPA's regulations come just as cement giant Cemex hopes to start up a new kiln in Arizona. The plant would create jobs for the rural area but, as Laurel Morales of Arizona Public Radio tells us, it would also be just 50 miles upwind from one of America's scenic treasures: the Grand Canyon.
