The former Health and Human Services Commissioner carried his hometown of Manchester by a two to one margin, but lost big in Strafford County.

In his concession speech, Stephen did what he could to remain upbeat, touting the McCain-Palin presidential ticket and thanking his supporters.

"Always remember one thing: every single thing you did in this campaign will resonate, will grow, will mature and will make a difference in the state of New Hampshire for many years to come." (applause)

Stephen was less full of praise for Jeb Bradley, who's now beaten him in the 1st District primary for the second time.

This win was marked by tough campaign ads that many of Stephen's backers considered dishonest.
