Hillary Clinton told a packed school gymnasium that it's time to crack down on mortgage abuses.

Her proposal includes a $1 billion federal fund to help homeowners avoid foreclosure, and a ban on pre-payment penalties for borrowers who pay off mortgages ahead of schedule.

"We can look at the statistics, wring our hands and continue to do nothing, or we can do what America has done in times of difficulty: acknowledge that we have a real challenge, and confront it head on, with real solutions."

The New York Senator says she'll introduce legislation based on her plan in September; that proposal will also require mortgage lenders to register with the federal government and force them to do more to disclose their fees.

Last year, 1.3 million US homes were foreclosed on. So far this year, there's been more than 900,000 foreclosure filings.
