Question about park uses

I live near Bear Brook State Park and when I first moved to NH found the hiking trails there exceptional but was dumbfounded to find out that dogs are not allowed in the park. Perhaps I can understand that they not be allowed in camping areas (although many campgrounds do allow dogs and those are the ones I choose) but why doesn't the state allow dogs which could lead to more users and more money for the state? Campers and those who stay in hotels are used to paying more for bringing a dog -- again, potential for raising more funds and increasing use.
