The Deputy Commissioner of Transportation, Carol Murray, is in the running to succeed outgoing Commissioner Leon Kennison. But Murray's husband is a vice-president in one of the state's largest construction firms. Still, some officials say, the perception of a conflict of interest is greater than the reality of one.
