Governor Shaheen's plan to pay for schools lowers the state property tax, and adds a new sales tax. Retailers are dead set against the sales tax, but the governor's Blue Ribbon Tax Commission (www.edufundingcommission.com)said this blend of taxes won't hurt New Hampshire's economy.
