There was a third character in that tragedy last May, a passerby named Gregory Floyd. Seeing Officer McKay in trouble, Floyd killed Kenney. The Attorney General's office exonerated Floyd for that killing, But Floyd's got a history of getting into trouble and on Tuesday, he's once again headed for court. But the strict federal rules behind that recovery have forced many fishermen out of business in ports from Maine to Rhode Island.
