If it passes, it would force anyone who delays a state project by filing such a suit pay construction costs resulting from the delay. Proponents say they want to stop lawyers from filing suits that could cost the state millions. But critics of the bill argue it's not needed and worse, it could frighten citizens from trying to seek redress in the courts. NHPR's Mark Bevis has more.
