At least for the short term, permits are on hold. A judge last week said that the Department of Environmental Services isn't doing enough to protect the environment when permitting boathouses. But it's not only the state agency that is rethinking its stance on the waterfront structures. NHPR's Garrett Young has more on what may be store for the state's public waters. listen:
