Proposal for Power Would Raise Rates

By David Darman on Tuesday, July 12, 2005.

A proposal to bring more electric plants to parts of New England could raise rates for nearly all the region's electric customers, including those in New Hampshire.

The 13 billion dollar Locational Installed Capacity Market Proposal, or LICAP, has recently gained approval from an administrative judge at the Federal Energy Regulatory Commission in Washington.

But all six New England governors have come out against the plan.

And regulators and consumer groups in New Hampshire are also trying to derail it.

New Hampshire Public Radio's David Darman has more.

The Front Porch Wildlife and Habitat series

Our Love-Hate Relationship with Pigeons: Tonight on the Front Porch, we're pulling back the curtain on pigeons. Most city people don't seem to like pigeons. They call them, "rats with wings" and other derogatory names. But it wasn't always that way. Pigeons used to be celebrated -- even worshipped -- by some cultures. And don't forget the crucial role of Homing Pigeons during World War One. Join us for a look at the love-hate relationship between man and bird.

Our Love-Hate Relationship with Pigeons: Tonight on the Front Porch: We're pulling back the curtain on pigeons. Most city people don't seem to like pigeons. They call them, "Rats with Wings" and other derogatory names. But it wasn't always that way. Pigeons used to be celebrated -- even worshipped by some cultures. And don't forget the crucial role of Homing Pigeons during World War One. Join us for a look at the love-hate relationship between man and bird...on the Front Porch, tonight at 6:30 here on nhpr.

Look! Up in the Air!: New Hampshire Audubon will release a group of rehabilitated hawks this Sunday at Pack Mondadnock Observatory. On tonight's program, we'll talk about the state of hawks and other raptors in New Hampshire, how reintroducing them in the wild takes place, and what the migration patterns of raptros are like. We'll also look at how the reproduction efforts of Bald Eagles, Peregrine Falcons, and Osprey fared in 2006. Some species were adversely affected by the spring's heavy rains; others did surprisingly well. Our guests are Eric Masterson, Vice President for Development and Chris Martin, Senior Biologist at New Hampshire Audubon.

Milfoil and Other Invaders: The aquatic plant milfoil first came to New Hampshire lakes decades ago, but it's grown to be a bigger and bigger problem since then. It chokes out all other plants and takes over entire bodies of water. Some towns have tried everything from chemical warfare to harvesting the plant with machines. We'll find out what new approaches are being tried and to what degrees of success. We'll also talk with naturalist Iain Macleod about the state's other invasive species -- from Garlic Mustard to the Japanese Beetle.

River Talk: The Winooski and the Suncook: Tonight on The Front Porch, We’ll take a look at two local rivers and the lives of the people they impact. The Epsom community is faced with what to do with the Suncook River now that it has straightened out and gone off of its man-made course, impacting businesses and wildlife along the way. And writer Charles Fish will take us down Vermont’s Winooski River through his book In the Land of the Wild Onion.

The Timber Economy / Frogs: The closing of two major wood processing mills in the North Country has created a challenge for forest managers. How do you sustain healthy acres of growth if there's no place to send your harvested wood? We'll look at that and the effects globalization is having on lumber producers in New Hampshire. Later in the show, we'll talk with naturalist Rosemary Conroy about all the frogs that are filling the air with their songs this time of year.

Lynx Sighting / Edie Clark: Tonight on The Front Porch: New Hampshire gets a special visitor! No, it's not another coy presidential candidate, it's someone a lot more uncommon in these parts -- the Canada Lynx. Trackers have found evidence of a recent visit by the endangered animal, and we'll talk with one of them about their find. We'll also talk with Yankee Magazine columnist Edie Clark about her new book.

Public Transportation and Life Beneath the Snow: A new bus line opens today in the North Country to help people get around in the Whitefield area. We'll find out more about that, and we'll learn what other communities around the state are doing to help people get around. A recent study says most residents would like to see more public transportation.

A New Take on the Christmas Story and A Look at Winter Wildlife: Today we talk to a playwright who offers a twist on the traditional Christmas story. Chris Cote's The Innkeepers explores what may have been going on in that famous inn that had no room for Mary and Joseph. We also check in with the Audubon Society about their annual Christmas Bird Count, and we talk to a New Hampshire man who helped uncover an ancient -- and important -- Mayan mural.

Creative Nonfiction and a Look at Animal Tracking: We take a look at the process of writing creative non-fiction with author Mimi Schwartz. She's the co-author of Writing True: The Art and Craft of Creative Nonfiction which spells out the ways a good writer's voice can drive a true story. She explains why this style of writing has become increasingly popular. We'll also get a review of the new edition of the Peterson Guide to Animal Tracks from our resident naturalist Rosemary Conroy. Rosemary provides a brief overview of other tracking guides including Stokes Guide to Animal Tracking and Behavior by Donald & Lillian Stokes (Little, Brown) Mammal Tracks and Sign of the Northeast by Diane K. Gibbons (University Press of New England) Tracking and the Art of Seeing: How to Read Animal Tracks & Signs by Paul Rezendes (Camden House Publishing) Rosemary also discusses an animal tracking card. Trackers interested in obtaining one can find out more from the New Hampshire Fish and Game website.

Vaccine Air Drops Hold Rabies at Coos Border: The vaccine bait drops are part of a government strategy to halt the march of raccoon rabies across the Eastern United States. So far the program has helped stall the northward advance in New Hampshire at the North Country. But in southern New Hampshire the virus is well established and rabies cases are on the rise.

Allergies on the Rise: Some scientists think this trend might actually have to do with people living in healthier environments.

Pharmacists Walk Legal Line: In New Hampshire a handful of pharmacists continue to fill prescriptions by taking the raw ingredients and mixing up medications. But to practice their craft, they must operate in a legal limbo.

Consumer Driven Healthcare: A 2 Hour Exchange Special (Part 1): The 9am hour will be an edited rebroadcast of a town hall style forum, moderated by NHPR Executive Editor of News Jon Greenberg, held in Manchester on the night of the 19th. The panel will discuss consumer driven health care- what it's all about, the pros, the cons and where it's going.

Consumer Driven Healthcare: A 2 Hour Exchange Special (Part 2): During the 10am hour, Laura Knoy and her guests focus on consumer driven health care in New Hampshire. We'll define what it is, see if geography makes a difference in where these types of plans work, get the breakdown of consumer driven healthcare versus the traditional HMO-type plan in our state and ask how feasible it is for CDH to make an impact here in the Granite State.

Long Term Care: Road Show: In the final installment of our series, we'll look back at what's been discussed in the course of the Long Term Care series, and then look forward as to what we're faced with in the state and what improvements can be made to make long term care more accessible and more affordable.
