The farm assistance package guaranteed farmers in New England a minimum price for milk. The purpose was to protect small dairy farms unable to compete against larger outfits. The results have been mixed at best and for many years, Vermont farmers have been trying to reduce their dependence on dairy income. Today, nearly a third of them are tapping into the tourism trade.
